Now after reading this article again (Translating the gnomish binary and revealing the secrets!) this quest came back to my mind and I begun to figure out it's meaning.

Now what is this?
I assume that one of the dev's/designers played 'Ultima Online' on the realm 'Napa Valley' and he was in the guild 'Knights of Chaos'.
It's a Ultima Online -joke. When you were dead all you were able to say was:
"OoOooOooo", some players even learned to translate it so they could understand each others.
So it's supposed to be a joke, or a 'advertisement' of some kind. But I must say, as long as Blizzard keeps adding stuff like this into WoW, they keep me quite happy and interested

This is a direct homage to Ultima. In Ultima Online, when you died you would become a ghost at the point of your death and then have to go and find yourself a healer to rez you. While dead, anything you attempted to say would come out as "OoooooOOooooo" unless you or the person listening to you had the Spirit Speak spell/ability.
(This mechanic in turn comes from the single-player Ultima games)
Even the book is lifted from Ultima. There was some book in the game called "Talking to the Dead" (the exact name escapes me), and the joke was that when you read it it was just ghost talk like the WoW book pictured in the article.
