The picture happens to be over a chair with a fallen knife right next to it. Given the tasks that he asks of you, he is a loan shark that is willing to torture a man until he gets his money back.

I imagine someone being tied to that chair and having knives thrown at them to scare them into paying their debt. He's left them there as a reminder to any others that would think to cross him.
