How are you able to be neutral you ask? If a panda doesn't pick a faction (alliance or horde) at level 10, they can't leave the island starting zone. He didn't pick a faction, so has stayed neutral, and has therefore been stuck on the island. You now get xp for herbing, mining, and a repeatable pet battle quest, so that's the only way he's been able to level up since there's nothing else on the island.
